Fuel tank / leak question

Hi,
I have a late 60's Sears runabout with a 45 HP sears outboard motor. Ran it for first time about two weeks ago. It ran great except that the motor seemed to surge up and down a bit at all throttle positions, not maintaining a constant rpm. I took it back home on the trailer and it sat until today. I took the cover off and it smelled strongly of gas. I noticed the 6 gallon plastic tank was empty and it had about a third left in it 2 weeks ago. The gas drained somehow from the tank and onto the floor. I plugged the vent when I parked it and have checked the hose connections....all clamps are tight. Also, I left the quick disconnect fitting attached. The tank itself has no leaks. What happened?

the tank may have hair line cracks that do not show up until the pressure in the tank increases. I would replace the tank if it is old. other than that maybe the seal around the cap is not good.
