90 hp johnson cold start solenoid

the solenoid has a red lever on the top of it. anyone know what it is for. there is nothing mentioned in the service manual about it.

Would it be something related to the idle?

As in, something related to the idle leaver?

i was told by an evinrude tech yesterday that it is an emergency choke lever, to be used when the electric solenoid isn't working. the idle jets on this motor are fixed, no adjustment.
