well from the sounds of it someone clear coated over the hull.so it needs to be sanded down and either recleared or gelled.its all in what ya have to spend.
First the plywood was scrap which =free.second i was always taught too use what you are using to get a correct fit. then vynil ester then 1.5 oz chop strand matt.then resin on the wood and same matt then resin on other side of wood then matt then resin then matt then bolted together till set up...
oh and the patern wood i used to fit and size the transom was from menards.cut it into shape and fitted it then used it as a pattern for the expensive stuff.cant afford to screw up the exp wood.the cust cant afford it.most of these boats would be scrapped if i didnt help them out.
