The fix for the listing is probably just a matter of trying to move some weight to the opposite side of the boat. On smaller boats, sometimes moving a battery from one side to the other is enough on it's own.
For the tank, how good is the access that you have to the tank? It could be a number of things. I would have a look and see if the line is kinked, or something is restricting the flow in it somehow.
I would try just visually inspecting it first for starters.
After I would look for things like a plugged pickup in the tank, or some tanks/lines have filters or water separators that can also restrict fuel flow.
