best bet is to go and check out what compounds you will be using and then read the lable and see what it reccomends, slower is better because to fast of rpm's will burn the finish on your boat.
Best to find a variable speed buffer but the speeds are dictated by the polish that you use. I think 3M products use lower speeds where Aqua-buff and similar products use higher speeds. Most marine polishes will work for light oxidation but I would suggest a light wet sanding with 1000 prior to use.
One product I hear a lot about is Polyglow. Never used it but heard it's great.
