ok my dad has a 1983 19ft bullet with a 1989 200 merc on it with a 27pitch lazer II prop but it will only turn 5000 rpm trimed out at wide open throttle he kind thought it was too low on the jack plate but if he raises it it looses whole shot because it blows out is there something else that could be limiting the rev on it. he didnt have any problems with rev when he had a 1983 200 merc on it and the motor is now setting in the same placed as it did and the other motor had a 28 pitch choper prop any tips would be helpful here thank in advance for any help

Are the speeds the same or close to the same between the two engines? There might be a sticker on the engine some where telling you what the max rpm would be, Might want to try to find that just so you know what the max would be set to. Your engine may have a rev limiter proggramed in to the IGN modual.

ill have to look for the sticker and no the speeds arent the same the 83 200 ran faster and like i said it reved highe and anyone thats had any dealings with these motors knows that 5000 is too low it should at least rev to 5700 or 5800
