Is there a way you can jack up trailer after the brakes start sticking? If the wheels aren't spinning freely, then you'll know they're staying on.
I was thinking you night be able to try to isolate better that way.
I would think it would most likely be the actuator or the brakes not...

I gather you checked to see if you picked up or had any debris or crap around the water pump inlet?

On smaller boats, you typically have to remove the floor to do the stringers. So the seats etc. have to come out. To do the transom, you sometimes have to split the deck from the hull to get access to the transom area.
